Public radio safety system (BOS) - radiation protection considerations

  • The public safety digital radio network (BOS) must take account of the fundamental radiation protection and preventive healthcare requirements of both the general population and its users.
  • The Federal Office for Radiation Protection (BfS) has carried out three research projects that were intended, on the one hand, to provide a more accurate description of users’ actual exposure to the electromagnetic fields of the terminal equipment and, on the other hand, to clarify potential health effects.

Regulations for stationary radio transmitters for the public safety radio network

In Germany, the limit values for emissions from stationary high-frequency installations at locations with an installed radiated power of 10 watts EIRP or more are regulated in the 26th Ordiinance Implementing the Federal Immission Control Act (26th BImSchV). The regulations of the 26th BImSchV also apply to stationary installations for the public safety radio network.

In accordance with the Ordinance concerning the Controls for the Limitation of Electromagnetiv Fields (BEMFV) of 14 August 2013, a site certificate from the Federal Network Agency is also required for the individual transmitters.

Radiation protection considerations from the perspective of the BfS

Account must be taken of the fundamental radiation protection and preventive healthcare requirements of both the general population and users:

  • for the general population: with regard to stationary radio transmitters
  • for users: also with regard to the terminal equipment.

Construction and use are accompanied by scientific investigations

In the United Kingdom, Denmark and Germany, the construction and use of the new digital radio networks have been accompanied by scientific investigations.

As part of the collaboration agreed with BDBOS, the BfS has carried out three research projects that were intended, on the one hand, to provide a more accurate description of users’ actual exposure to the electromagnetic fields of the terminal equipment and, on the other hand, to clarify potential health effects.
