Decentralised interim storage facilities

The provisions of the amendment to the Atomic Energy Act of April 2002 commit the operators of nuclear power plants to attend to the interim storage of spent fuel elements resulting from operation on the nuclear power plant sites. The duty to prove precautionary measures for disposal of radioactive waste continues to be effective, proof being furnished through storage in the on-site interim storage facilities. Additionally, the delivery of spent fuel elements to the reprocessing plants in France and Great Britain was banned from June 30, 2005.
Already in the years 1998 to 2000, the operators filed applications for the storage of nuclear fuel in the form of spent fuel elements in on-site interim storage facilities for altogether 13 sites. Following the decision to decommission the Stade NPP, the application for constructing an on-site interim storage facility at the site Stade was withdrawn. The storage licences for the remaining 12 on-site interim storage facilities were granted until the end of 2003. After a construction period of about 3 years, 12 on-site interim storage facilities were taken into operation in 2006/2007.
The on-site interim storage facilities were constructed as storage halls made of reinforced concrete (on the Neckarwestheim site in the form of storage tunnels). The spent fuel elements are stored in special storage casks (e. g. of the CASTOR® type). With the central interim storage facilities currently already in operation it is achieved that further transports in the Federal Republic of Germany, such as from nuclear power plants to central interim storage facilities, will not be required.
In April 2005, another application for storage spent fuel elements in an on-site interim storage facility on the premises of the decommissioned Obrigheim NPP was filed. A public hearing within the scope of public participation took place in October 2008. The application documents must be evaluated and expert reports on individual items must be made.
