Radioactive materials applied in the use of nuclear energy, in medicine, research or industry or arising as radioactive waste must be transported, stored or disposed of. In various functions, BfS performs federal executive tasks for radioactive waste management, federal custody of nuclear fuels and transportation of radioactive material pursuant to the Atomic Energy Act, the Radiation Protection Ordinance and the Law on the Transportation of Dangerous Goods. BfS is applicant for and operator of federal facilities for the disposal of radioactive waste and, apart from that, responsible for the execution of federal custody. It is licensing authority for the transportation and storage of nuclear fuels, it decides, for example, on transports of spent fuel elements from nuclear power plants and approval of decentralised storage facilities on the power plant sites.

Information on the licensing procedure for the AVR fuel elements from the Jülich Research Centre
 
The Jülich Research Centre filed an application for the storage of AVR fuel elements in the Ahaus Interim Storage Facility on 24 September 2009 and, on 4 October 2010 for the transport of these fuel elements to Ahaus. Generally the following applies in case of transport and storage licences according to Atomic Energy Act: What is to be done with the radioactive material is incumbent upon the applicant or, respectively, the owner of radioactive material, which would in this case be the Jülich Research Centre.
