Financing responsibility for the dismantling of nuclear facilities
As to the current reporting about costs accruing to the federation by the dismantling and decommissioning of nuclear facilities, the BfS explains:

The federation takes over the financing of the dismantling and decommissioning of those nuclear facilities that were operated by the federation or the Länder, taken over from other operators or whose property, with Reunification, was transferred from the GDR to the federation. These include state nuclear research institutions and the Greifswald nuclear power plant as former GDR plant. As a result of the unification, the decommissioning of the Morsleben repository is viewed as relic and entirely funded by the state. The decommissioning costs for the Asse repository will also be borne by the state. CDU, CSU and FDP have arranged in their coalition agreement that the utilities contribute to the costs for the decommissioning of the Asse repository.

The dismantling of nuclear power plants, however, is funded by the waste producers themselves. Although the construction and operation of repositories is a federal task, the respective costs are pro-rated and charged to the waste producers. This concerns currently the construction of the Konrad repository and the exploration of the Gorleben salt dome. According to this rule, public authority waste producers contribute to the costs correspondingly.
