Tasks
As an internal staff unit of the Federal Office for Radiation Protection (BfS), the Repository Surveillance unit (EÜ) controls the operational procedures relevant under nuclear and radiation protection law in the Morsleben repository for radioactive waste (ERAM) in Saxony-Anhalt, the Konrad repository in Lower Saxony currently under construction and, since 1 January 2009, the Asse repository which is also located in Lower Saxony. Thus it is ensured that the repositories are operated in compliance with the legal and technical requirements. The Repository Surveillance unit is thus also a key component of the BfS-internal quality management. This also includes, apart from the supervision of the necessary measures concerning the erection, operation and decommissioning of these repositories, inspecting measurements in the vicinity of these installations and checking the reliability of the management companies' and contracting firms' staff in terms of the spectrum of tasks.

Surveillance of Erection, Operation, and Decommissioning of Repositories

The Repository Surveillance is responsible for surveying a radioactive waste repository in all phases. This includes the erection, operation, and decommissioning of the repository. The legal background for this surveillance activity consists of granted plan-approval decisions (licences), the Atomic Energy Act, the Radiation Protection Ordinance, and the relating nuclear regulations.

Approval of Appointment of Persons Responsible According to Atomic Energy Act

According to Atomic Energy Act, one or several responsible persons must be appointed for the erection, operation, and decommissioning of a repository. Among others, they are responsible for compliance with the prescribed radiation safety precautions. The EÜ examines whether these persons fulfil the prerequisites that are necessary for their task.

During the erection and operation of a repository changes of the approved planning of the facility may become necessary. In that case a revision procedure needs to be carried out which varies with respect to the safety-related significance of the change.

Performance of Inspections and Consultancy of the Operator

|
For the best possible protection of man and environment, the Repository Surveillance (EÜ) is in lively exchange with the repository operator. With periodic inspections the EÜ additionally ensures that construction works and installations comply with the existing licences.

Examination of Monitoring Measurements
|
|
|
In the vicinity of a repository monitoring measurements of, among others, air, water, and agricultural produce must be carried out. The measurement results of the repository operator are examined by the Repository Surveillance unit (EÜ). Additionally, the EÜ gives order for carrying out independent measurements and compares the results with those gained by the operator.

Issuing of directives
|
|
|
If a repository does not comply with the legal requirements or in case of a hazardous situation, the Repository Surveillance unit (EÜ) can issue directives. Thus, the EÜ can, for example, arrange for certain safety precautions carried out by the operator. Normally, the repository operator himself proposes necessary safety precautions which are then approved by EÜ.

Decision About Release According to § 29 StrlSchV
|

|
As in every household, substances accrue in a repository that need to be removed from the facility and disposed of, such as tyres, oils, and toilet waste. To protect the public and the environment, the removal of these substances is only permitted if they have been released. This release has to be approved by the Repository Surveillance unit.

Examination of Reliability of Responsible Persons and Federal Repository Staff
|
|
|
For the protection against theft, sabotage, or terrorism, the Repository Surveillance unit (EÜ) carries out a reliability check for all persons executing safety-relevant tasks during the erection and operation of a repository. With respect to this assessment, the EÜ can, for example, request information from the police authorities and from the Federal Office for the Protection of the Constitution.

Technical Independence
|

|
The repository Surveillance unit (EÜ) performs its tasks in a professionally independent way. For this purpose it has extensive authorities. The EÜ is one of the BfS sections and is not subject to directives. The technical independence of the repository operator BfS has been ensured through the internal rules of procedure and own financial resources. The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) has the technical and legal supervision of disposal and of the Repository Surveillance unit (EÜ).
