Repository Surveillance

Konrad, Morsleben und AsseThe disposal of radioactive waste must comply with high safety requirements to exclude risks to man and environment on the short and on the long term. Therefore, the Federal Republic of Germany, as operator of nuclear repositories, has established a Repository Surveillance unit at the Federal Office for Radiation Protection. It has the task to control compliance with laws and regulations relating to nuclear energy (especially atomic energy and radiation protection law) with respect to the erection, operation, and decommissioning of a radioactive waste repository.

As independent section of the Federal Office for Radiation Protection, the Repository Surveillance unit is located in Salzgitter and is directly responsible to the Vice-president. The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) has the technical and legal supervision of disposal and of repository surveillance.
 
Tasks
 
As an internal staff unit of the Federal Office for Radiation Protection (BfS), the Repository Surveillance unit (EÜ) controls the operational procedures relevant under nuclear and radiation protection law in the Morsleben repository for radioactive waste (ERAM) in Saxony-Anhalt, the Konrad repository in Lower Saxony currently under construction and, since 1 January 2009, the Asse repository which is also located in Lower Saxony. Thus it is ensured that the repositories are operated in compliance with the legal and technical requirements. The Repository Surveillance unit is thus also a key component of the BfS-internal quality management. This also includes, apart from the supervision of the necessary measures concerning the erection, operation and decommissioning of these repositories, inspecting measurements in the vicinity of these installations and checking the reliability of the management companies' and contracting firms' staff in terms of the spectrum of tasks. next...


   
Competences in repository supervision
 
Despite occasional statements otherwise, the Federal Office for Radiation Protection (BfS) neither executes a supervision under nuclear law in terms of repositories, nor does it supervise itself.

In no case does the BfS approve itself its works. It is rather being comprehensively controlled and supervised by several institutions at the same time. more...
