Research at BfS

Labor

The tasks assigned to BfS are mainly stipulated in laws and ordinances. BfS applies the state-of-the-art of science and technology to fulfil these tasks. The Act relating to the establishment of BfS specifies that BfS does research in order to fulfil its mission.

This research is uniquely aimed at fulfilling the stipulated tasks and it can therefore be said that its role is to “serve” the overall objective. Research done at BfS is thus different from research done at universities, which is aimed at providing new insights.

With respect to financing, BfS research activities can be separated into the categories “research funded by BMU” and “research funded by third parties”. In these cases BfS invites to tender, provides expert assistance to the researchers, and assesses and publishes the project results. Research activities may only be carried out by BfS itself if justified by specific circumstances, which is an exception to the rule.

 
Our Research Concept
 
The Federal Office for Radiation Protection (Bundesamt für Strahlenschutz, BfS) has been assigned tasks, by the Act ruling the BfS establishment, in the fields of radiation protection, precautionary radiation protection, nuclear safety, transport of radioactive material, and radioactive waste disposal, including the establishment and operation of Federal facilities for safeguarding and final disposal. Scientific publications
 
The BfS carries out federal administrative tasks. Scientific research is instrumental in executing these tasks properly. BfS’ employees cooperate with universities in Germany and abroad. Scientific Co-operation with Organisations and Institutions
 
BfS is co-operating with universities and non-university institutions in Germany and abroad.

The scientific co-operations include working together in general terms (i.e. general arrangements with scientific organisations or universities stipulating basic parameters such as financial expenditures, staff assignment / exchange, as well as cooperation in education), carrying out joint projects (i.e. research and development cooperations related to specific topics), and sharing research infrastructure (with the emphasis laid on infrastructure that is either cost-intensive or only rarely/uniquely available).

European Research Framework Programme
 
The procedure of awarding research funds out of the EU budget is clearly defined in terms of content and time, this procedure being referred to as Research Framework Programme (RFP). All measures of the Community in the field of Research and Technological Development (RTD) are integrated in this framework programme. Since the first framework programme for research, technology and development was introduced in 1984, the European Union has played a leading role in the planning and implementation of multidisciplinary research and cooperation measures in Europe. Research Funded by Third Parties
 
The Federal Office of Radiation Protection (BfS) participates in research projects which are initiated and funded by third parties. These are mostly projects of the European Union. BfS is the National Contact Point for the EU framework programme. Departmental radiation protection research programme
 
In order to perform its legal tasks, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) has to clarify technical-scientific questions of fundamental importance for the protection of man against the hazards of ionising and non-ionising radiation. Wismut Uranium Miners Cohort Study
 
The German uranium miners cohort study (Wismut cohort) is the largest single cohort study worldwide of miners exposed to radon and its progeny and is being conducted by the Federal Office for Radiation Protection (BfS) for several years by now. The study comprises data on nearly 59,000 male miners who worked with the Wismut company in uranium mining in the former German Democratic Republic between 1946 and 1990. The German Mobile Telecommunication Research Programme was initiated by the Federal Ministry for the Environment (BMU) and the Federal Office for Radiation Protection (BfS). European Radiobiological Archives (ERA)
 
ERAThe German Federal Office for Radiation Protection (BfS) and the University of Cambridge (United Kingdom) have jointly conducted a project (funded by the European Union (EU)) named ERA-PRO. The project was aimed to update and promote the European Radiobiological Archives (ERA) and to transfer the existing database into a version which will be accessible on the internet. A user friendly interface was installed which allows the interested scientist to search and retrieve relevant information either on study description, on groups included in single studies, or even on individual animals.
