New radiation protection registration to better protect employees

Employees who are exposed to elevated levels of radiation in their jobs will benefit from better protection. All affected employees will soon have a radiation protection registration number (SSR number), which will remain unchanged even if the employees change their workplace or name. The group of affected employees includes individuals working in the fields of medicine, nuclear technology, industry, research, aviation and at workplaces with increased radon exposure.

Information is supposed to be recorded more reliably with the help of the new radiation protection registration number, and the unambiguous allocation of radiation exposure, the so-called radiation dose, to the corresponding person is supposed to be significantly improved. From 31 December 2018, employers will have three months' time to apply for the registration of their employees who are currently subject to radiation protection monitoring. Better protection due to unambiguous allocation

The Federal Office for Radiation Protection (BfS), which keeps the Occupational Radiation Protection Register, is responsible for awarding the registration number. BfS president Inge Paulini pointed out: "Occupational radiation protection is of great importance since the employees are exposed to an increased risk. We expressly welcome the new regulation imposed by the legislator as it fur-ther improves the protection of the affected occupational groups."

The unambiguous allocation of information on the respective radiation exposure to the individual employees should help to better plan their deployment. Companies are required to deploy their employees in such a way that the radiation dose incurred by the employees does not exceed the limit of 20 millisieverts per calendar year. Furthermore, the determination of dose levels over the course of an entire working life is also decisive for the recognition of occupational diseases.

Radiation Protection Register consolidates data throughout Germany

The Radiation Protection Register records data on occupational radiation exposure and thus con-tributes to the radiation protection monitoring of employees who are or could be exposed to elevated levels of radiation in their jobs. It consolidates measured values and reports from about 100 officially determined measuring offices throughout Germany, the supervisory authorities of the Länder and the regional registration authorities. Development of the Radiation Protection Register

The Register was established back in the 1990s and currently contains data pertaining to some 1.7 million occupationally exposed persons. At present, approximately 440,000 individuals are subject to monitoring. By far the largest group, which comprises almost 300,000 individuals, works in the medical sector. The average radiation exposure in this occupational group is 0.3 millisieverts per year and person.

In most occupational groups, a decline in occupational radiation exposure has been observed over the years, which is an encouraging development. Workplaces with increased natural radiation exposure, due to radon in particular, are the exception to this trend. Here the average radiation exposure is 3.5 millisieverts per year and person. For this reason, the new Radiation Protection Act will significantly expand the monitoring of occupational radon exposure from 2019 onwards.

New regulation in the Radiation Protection Act

The new radiation protection registration number is based on a new regulation in the Radiation Protection Act. The number is derived from the social security number and the personal data of the employees to be monitored by means of a non-replicable encryption.

The new radiation protection regulations will become effective on 31 December 2018.
